Learner places and quotas
What a learner place is, how the pool is distributed to Campus, regions, teams, partners and institutions, and what Occupied, Allocated and Free mean.
A learner place allows a person to learn within the pool period. Once it is occupied, it stays bound until the end of the period. Channel shows how many learner places your workspace has, where they are and how many are still free.
The pool
All learner places of your workspace are in the Pool. Its size and the pool period (for example “Pool period until 31/12/2027”) come from the Hub. If the period has no end date, it says “Pool period not set”. If there is no quota at all yet, Manage learner places shows “No operational Quota yet” until the Hub provides an active period. On the Manage learner places page the period is called “learner place period:”.
The pool is a hard limit: waiting learners are not silently overbooked. More learner places are only available through the Hub. If you have the permission to buy, the Manage learner places page has the button Open contract & usage. If learner places are missing, learners are waiting and you may not request quota, the warning there offers Buy more learner places. Both lead to the Hub.
How the pool is distributed
On the Network & learner places page, the card “How the learner places are distributed” shows the pool and its three parts.

- Manufacturer Campus. Your own employees and the employees of sales partners learn here. The Campus passes its learner places on to internal teams and partner groups.
- Institutions. The regions distribute these learner places to their institutions.
- Free. These are the learner places not yet allocated to the Campus or a region. They are the ones you can distribute next.
The number an entry receives is its quota. An entry with a quota can pass it on to the entries below it.
Occupied, Allocated, Free
At every level: Total = Occupied + Allocated + Free.
| State | Meaning |
|---|---|
| Occupied | Learners use the learner place. Occupied learner places are bound until the end of the pool period. A quota can never fall below this number. |
| Allocated | The learner place is already with an entry below, but not yet occupied there. This includes learner places for open invitations: “Includes … allocated to pending invitations.” |
| Free | The learner place is not yet allocated to an entry below at this level. Only these learner places can be allocated directly from here. The overview calls them “Free” at every level; in the Manage learner places panel they are called “Free for invitations”. |
An example with invented numbers: a pool of 1,800 learner places consists of 1,075 occupied, 585 allocated and 140 free. The network lead can allocate the 140 free ones right away. The 585 allocated ones are with the Campus and regions and are not yet occupied there.
If occupancy is above the quota, it says in red “… learner places over the quota”.
Who may allocate
Learner places may be allocated by the network lead and, for their region, by a region lead appointed in Channel. The Hub tasks “Manage region” and “Manage team” are not enough. The Allocate learner places button in the Free card and Manage learner places on an entry are visible only to people who may allocate there. See “Allocate learner places”.
Who is waiting, who is short
Where no learner place is free, the learner waits. On the Manage learner places page, every entry shows a status:
| Status | Meaning |
|---|---|
| Sufficient | Learner places are free. |
| Low | Only a few are free. |
| Exhausted | All are occupied. Nobody is waiting right now. |
| Additional demand | Learners are waiting and additional learner places are needed. |
| Check allocation | Learners are waiting, but free learner places are not at the affected institutions. Redistributing helps here, see “Allocate learner places”. |
| Over quota | More learner places are occupied than assigned. |
| Not provisioned | No quota has been assigned to the entry yet. |
If redistributing is not enough, ask the level above: with Request quota in the header of the Manage learner places page, or with Request more learner places in the warning and in the recipient’s panel. A request does not change the quota yet and does not reserve learner places. See “Decide on requests for more learner places”.
Learner places funded by partners
Learner places that a partner funds itself come from a separate pool. They do not count towards the manufacturer’s pool and appear as “Funded by partner …”.
Not to be confused: Contributor places
A Contributor place is not a learner place. A person needs one when they take on a lead role in Channel, for example a partner lead. See “Add a partner”.
